Fred W. Riggs (b. July 3, 1917, China; d. February 9, 2008, USA)[1] was one of the pioneers in administrative model building and theory formulation and is one of the finest Administrative Thinkers. He is well-known for his works in Comparative Public Administration specially Riggsian Model.[2] He was Professor Emeritus at Political Science Department of University of Hawaii
